Résumé : L'Amiral Thomas Boone est accusé d'avoir participé au massacre de civils pendant la guerre du Vietnam. Harm et Mac sont chargés de cette affaire par le SecNav. Celle-ci va s'avérer plus compliquée que prévu quand il sera établi l'implication de la CIA. De plus, l'Amiral Boone est plus qu'évasif concernant son témoignage.
